I have turned off all filter, group, sort.

Ideally, if the filters are removed - Row moved should not get triggered. Can you help us with steps to reproduce? or a video to show the steps you carry out to reproduce this?

Also, do let us know your base version

It’s appeared when selecting linked data.

Is this table belonging to “External DB”?

As a quick fix, you can try adding explicit sort by over “CreatedAt” field.
